The wire at the base raises or lowers the SWR when connected to the mount (ground). It is often not used.

I purchased this Wilson 4' Silverload Antenna from Copper in December 2015. I went with this antenna instead of the Wilson 5000 because of overhead limitations. The antenna is rated for 2000 watts. I used half of a mirror mount (also purchased from Copper) to mount on side of my truck bed tool box. I made sure antenna was grounded to frame of truck and also tool box grounded to frame of truck. SWR came down to 1.1 ~ 1.3 .......... I did not use the extra grounding wire at base of antenna. Only used if having issues getting low SWR .... Good doing business with Copper Electronics.
