There is a  Noise Toy from MAGNUM that I will be testing and posting more information on as soon as I finish the REVIEW on it.
This TRB-X2 features:

Wow finally an easy question to answer.
Answer:
Because people want it as an add on NOISE TOY and factory installed in the newer radio's coming on the market.
Why I do not know. 
But if the noise toys did not sell and there was not a demand for them the Manufacturer's of them would stop production.
