The wax that is around the VCO ,what is the purpose?I was told that it is there to isolate components from each other my idea was that it is there to keep the VCO from vibrating and shifting during mobile operation causing erratic operation

your idea is correct.
its there to keep the VCO components from vibrating in a mobile setup. now, that could be because if they shift and get too close to eachother, it may change something. so, i would guess both are right.
