My base station boasts absolutely flat SWR (the needle don't move) for the frequency to which it is tuned (27.405). Also I am within 1.5:1 from 26.635 - 27.925 MHz.

Obviously my meter (PDC 600LP) shows higher RF power with an increase in SWR.

My question is, is my most accurate forward power reading at that frequency in which the SWR is flat, or around 1.1:1, 1.2:1, 1.3:1, etc.?

The best and most accurate reading will be indeed the measurment taken at 1.1:1.
