describe what you mean by, "very strong signals will come through."
do you mean that if you turn the volume all the way up, you can faintly hear the big stations but with cruddy audio quality?
or do you mean that the receiver only seems to receive very strong signals?
what reading do the signals that get through give you on the S-meter?
being very specific helps us help you,
matt

Strong nearby radios w/20+dB signal readings come through, like normal w/normal volume with vol.knob 1/4 way up. but weaker stations 2-5-10plus miles away no audio. but will show up on the meter signal just like normal range. acting more like the squelch is closed cw but it is fully ccw.

i think i understand what you mean.
it seems like the squelch is on max. but it is off.

the forst thing to check is the VR (variable resistor) that corresponds to the squelch control.
it is very likely that someone thought this was the modulation pot (potentiometer; another name for a VR) and turned it all the way to one side.
VR 4 is the one you want to check.
if it is turned all the way or most of the way to one side; mark its current position, turn it all the way to the other side, and check to see if your problem is solved.
if it is, you might notice that your squelch control now does nothing. if you never intend to use it, then you can just leave it. or you can play with both controls till you find the spot you like it at.
let me know how it goes, there might be more we can do if this doesnt work.
