I took my a radio to the local CB shop for a peak & tweak. He told me that he adjust it so that it has 3.5w DK and 8w Swing. It is a Cobra 29 LTD. Does this sound about right?

SOUNDS LOW ON SWING . I WOULD THINK YOU SHOULD AT LEAST GET 12

I would open the radio up and check vr4 to see if its turned up all the way, if it is not, turn it up all the way and back off a hair, then put a good power mic on it. You should see a 12-15w swing.

try a few different meters. sooner or later you'll get the reading you want.
all kidding aside, my (now toasted) diamond sx100 was the only meter i have that is close to my tech's bird 43. i have several other that vary between all of them 50% on the low scale & almost 100% on higher scales.
it also depends on whether that output was done on a peak meter or rms. if you're showing 8 watts swing on a GOOD rms meter, then that is AWESOME!
try what dx431 said, assuming you're checking on a GOOD peak reading meter, if not, i'd just leave it alone til i had access to one. out of the box it probably dead keyed 3.9 & swung 4.1, so you're still ahead of the game.
the only place those extra 4-6 watts of swing is going to show anything is on an amp & even then it may only add 50 watts to a 4 pill amps swing. not worth losing any sleep over.

Just tried on my Galaxy 2547 base at 3.5 wats dead ket it will swing to 12 watts

If nothing had been done to driver or final I'd say its pretty close I could get mine 2 about 12w pep before changing driver 2 a 1957 and the final 2 a 1969 and I wound up with 25w pep after what this would be in rms I'm not sure I was using a set of Dosy meters probably not near as accurate as the Bird but I was happy I just got thru with a pc68xl and pull 18W pep and 10rms! sound right guy's? and a Q for Pazerozero WHAT is volting? havent heard that one before!!

it's a mod for the AM transmit where the voltage to the final transistor is redirected, actually rebiasing it, and in some cases actually changing the voltage to it. goes hand in hand with NPC-RC mod to to keep dead key low & increase swing.
i love dosy. a local went to NJ yesterday to purchase & have set up a large amp from a custom amp builder. he told me, as well as the builder he modded his 29 & it would dead key 1-25 & swing almost 75 watts. hecame back with his amp,smaller then what he hoped for, but screamin' nonetheless, a bit upset after the builder retweaked his 29 for him. 1-4 dead key on the bird & 20 swing-now. before the retweak-IT WAS LESS!!! that's how far off his dosy was! of course reading 3 watts on the 4000 watt scale didn't help.

i have never ever seen a cb radio with the stock final do over 16 watts, and if you volt it, it wont last long

my brother's cobra 29 i heavily modded with everything that could be done to it maybe around '88 or '89, including swapped out & volted final, npc-rc, & clipped limiter has seen probably close to 1 million miles & more infinity swr readings then i care to think about has never had a failure due to a mod or bad solder joints, etc. had to replace mic socket & so239 & it's had 100's of power mics replaced, but that's all from taking in & out of truck several times a day.
'volting' the final is not just finding 6v on a leg of the transistor & changing it to 9 or 12 volts.& i've seen that done! change the bias & increase voltage to the limit & it shouldn't cause any harm.
