Never mind,I found out VR 15 is high power.
VR 13,which everyone said to adjust for high power is actually DRIVER BIAS,located on the left rear of board with front of radio facing you,& upside down. all by its little lonesome where most driver bias adjustments are.
Thats why I kept asking, Sorry if I posted too many notes on this question.
I realize most 2950's variables are the way you fellows listed, but mine's different.
I guess my rci is different than anyone elses who has read my question, But I found on Rangers web site that A/F power stands for high power. Actually A.M. & F.M. power which is what's labeled on VR 15 on mine.

Here's how they list on my board-
board # EPT695011A.

VR1-RX A/F meter
VR2-RX SSB meter
VR3-SSB threshold
VR4-AF sq.
VR5- ? Dont see it
VR6- ? Dont see it
VR7-EMISION
VR8-TX FREQ.
VR9-CW D/P
VR10-S/RF METER
VR11- ?not labeled
VR12- ?not labeled
VR13- DRIVER BIAS
VR14-SSB POWER
VR15-A/F power
VR16-MOD METER
VR17-AM MODULATION
VR18-SSB LIMITS
VR19-LOW POWER
