Keith , I am not following you here. These are the steps. Hook a jumper from the CB to the "Input" on the SWR meter. Hook the antenna to the "Antenna" connector on the SWR meter. Place it in "CAL" mode. If your radio is Sideband , go to AM. Key the microphone and adjust the SWR meter using the "Calibrate" knob until the needle is on "CAL" on the face of the meter. Release the microphone , Place the SWR meter in the "SWR" position and again key the microphone. This is the reading that should be "LOW", the lower the better.

I'm having trouble tuning a Firestik tunable tip antenna . I was able to tune it but now it doesn't work. I drive a CH model Mack. There is a ground running from the antenna mount to the chassis. What do you think is wrong?

One of the most common problems with trucks is they use small rubber washers under the mirror mounts that cause a loss of ground from the door to the mirror bracket thus you lose ground at the CB antenna bracket as well. Many truck stops put a "ground wire" from the bracket to the frame of the truck , however this wire now becomes an inductor and can cause trouble. The ground wire needs to be as SHORT as possible. Firestick requires less than 10" of wire to work right.
