has audio in pa mode . but not in am fm or ssb.shows low carrier but no modulation. rx works fine.. replaced all TR33 through TR51 and a hand full of caps on the right side..

Scorpion, if it has audio through the PA then the modulator should be good. I would check the driver and the final to make sure they are good. Usually if the driver is good you would get a low carrier with audio but it would only transmit a small distance because the final would be out. I would check them first then you would have a better idea as whether it is between the modulation transformer and the driver and final also check the transformer. I am not a radio tech but I have fixed a couple 88 and 99 with similar problems. Hope this helps...
