yes but a 1/2 wave is only about 11 inches and shorter when you load it with the next 1/2 wave on top so 4 stacked would be about 30 inches at 800 mhz i had for years a 6 db gain 2 meter moble ant 2 5/8 waves stacked it was 7 foot tall but my 440 2 stacked 5/8 wave was about 24 inches look at the 800 trunking police 5 db gain antennas most run just a short wire a small spring and a little longer wire but 5 db of gain.
Yep as you double the frequency you have the lenght of the antenna but you also have less capture space so you get less signal to the reciver too thats just how it goes |

Most cellular freq's are 1.7 to 1.9 gigs anymore. Makes a 1/2 wave element 5 or so inches long depending on the loading(many dualbanders are loaded for extra bandwidth.
I don't see 11db in that antenna. It's two 1/2 wave elements, or maybe 1 x 1/2 wave plus 1 x 1/4 wave at 900 mhz and 4 elements at 1800 mhz.
