I don't know the law for the state of California, but where I live, each State cop is issued a cell phone that is linked to the onboard computer and communications terminal - Open Sky.
Most dispatches takes place using the cell phone or the computer using their own 800 MHz network.
Car to Car and Car to Base communications still takes place using the high band VHF 155 MHz - narrow band radio and a Larsen 1/2 wave antenna.
The vehicle is networked with a onboard camera that records video that has been manipulated when an officer breaks the law. Several policemen in the state have been reprimanded for tampering with evidence when they shut off the camera's.
No one gets fired, and even if they do get fired, when the heat dies down, they are reinstated with full pay and benefits.
There is a mandate that allows licensed amateurs to use radio equipment while driving, but because the CB radio is no longer a licensed radio service - provides some benefit to the community, there is no loop holes for the CB radio or cell phones.
The only laws on the books in PA is Texting While Driving which carries a $50.00 fine and costs.
The DOT requires truck drivers to use Blue Tooth, which is illegal, since there is a law on the books that says that you cannot wear any headphones while operating a vehicle.
That is under the distracted driving law - which is enforced if they can prove that you are texting and not just talking on the phone.

Lying city cop pulled my wife one day and wrote her a ticket for 47 in a 45. When he approached the car he had his pistol unsnapped and his fingers wrapped around the grip. We got the whole thing dismissed.
(1)He was outside his jurisdiction. He was in the county and can only stop if in pursuit.
(2)He was heading into the City limits and had not started his shift.
(3)He stopped her over 1000ft before she entered the city.
(4)His watch commander said the cop camera was broke so there was her word against his.
(5)We/our attorney had the traffic light camera and his squad camera tested by an outside firm.
(6) The cop's lie and the commanders cover up cost them both an IA investigation.
