ept360014b board. 27.205 is on ch. 23, all bands have this type shift.ch.1 is 26.915 an ch. 40 is 27.355.

You're shifted 50KHz to the negative on each channel. I would check for a botched channel mod or a bridged solder connection in or around the pll area.
